關於營業登記申請 - 創業

最近朋友的店不知道被誰檢舉 要去申請統一編號營登
但其實"月營業額"才不到三萬 有點可憐 XD
他是在親戚家的騎樓前擺一個小櫃臺 然後兩三張桌子這樣
所以親戚看他生意其實也還好 就沒有跟他收房租了
這樣想請問
1.他去申請營登的話 可以免稅嗎
2.申請營登的話 親戚怕會增加房屋稅 但其實騎樓的使用面積頂多才兩坪這樣
而且也沒有用到室內空間 也沒有繳房租給親戚 這樣要怎麼跟國稅局講?
3.朋友店裡的用電是直接接親戚房子的電出來 每個月再跟親戚算
如果申請營登 那親戚房子的電會被強制改成營業用電嗎
